One of the critical elements of the Care Certificate is the assessment of competence; whilst the Care Certificate is not in the regulations as “mandatory”, the principle of competence most definitely is.
Now that same principle applies not only to the care worker but to the person assessing competence as well.
The manager, usually the Registered Manager (RM), will delegate responsibility for assessing the Care Certificate to one of the following:
- Team Leaders
- Field Care Supervisors
- Supervisors
- Mentors
- Buddies
- or Senior Carers
Therefore RMs or managers need to check the competence of the “competence checkers”. As someone said in a workshop once, "but who checks the checkers?"
The RM or manager is the person who remains fully accountable for the practise of all staff; it's their name “above the door” so to speak.
However, the "competence checkers" are still responsible for their own work - see regulation 18
